No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is Registered in accordance with Chapter IV of the MV Act,1988.

One Regional Transport Authority is constituted for each of the 4 regions under section 68 of the Motor Vehicles Act, 1988 with State Transport Commissioner, as single-man, Regional Transport Authority. These Regional Transport Authorities exercise and discharge the powers and functions conferred on them under the provisions of Motor Vehicles Act and Rules made there under, which mainly relate to control of transport by way of grant of permits.
